In J.H.F. Brabner (ed), The comprehensive gazetteer of England & Wales, London: William Mackenzie, 6 vols, ? 1893-5. The county maps are by F.S. Weller, but there is no indication that he was responsible for the urban maps, or who printed them: the style suggests Stanford as the printer, but whoever was responsible did a good clean job (better than one would expect from G.W. Bacon). There is also a map of London, at about 1:100,000, which nonetheless fits in a number of street and road names. Indeed, the general style of lettering is rather fine, and some is not very easy to read with ordinary eyesight.
