Style strongly suggests derivation from Speed. This is perhaps the original of the map included as an inset on Exeter 19362, where it is attributed to William Mathew, but the style is sufficiently close (including the title on a banner-cartouche) to justify a provisional attribution to J.C. Beer [rather than to Matthias Merian] and dating to 1690 via D. Smith, 'The enduring image of early British townscapes', Cartographic Journal 28 (1991), 163-175 (esp. p. 169), and Raymond Frostrick, The printed plans of Norwich (2002), p.19. [The 1967 BLML catalogue attributes this group [Exeter 18302, 19732-19745, etc] to Matthias Merian of Frankfort.]
