This earlier version is accompanied by a leaflet, 'J. Friederichs' circuiteer system; explained in a series of rules for the working out of an improved management of hackney carriages, and for the removal of existing complaints against the present mode of cab conveyance.' The 'Address to the public' inside begins: 'The monstrous impositions practised by Cab-Drivers upon the public have long been the subject of general complaint; but of all the plans hitherto suggested to remedy this abuse
