Possibly related to Exeter 18501, etc, and 18508, but unlike them omits Queenborough and Sheerness, and there are few soundings. Scales of miles and feet, neither 'rational': scale measured as 4.9375 inches to 0.75 mile, i.e. 1:9624: this suggests that 1:9600 may be intended.
