Comments on map:
Unsubtle drawing style ambiguous: on balance suggests Bacon rather than Davies. Dated '1900' by Hereford City Library. Letterpress on each side, including notes of which parishes constitute which wards, and of population, area, market days and 'half-holiday' (Thursday). There is rather a close resemblance in general approach to the Willett map of 1885 [Exeter 20466], though Davies presumably at least used the Ordnance Survey, and the drawing is certainly different.
