Comments on map:
The topography corresponds exactly to Exeter 18747. This copy has a plate mark and is in two sheets, but the paper looks recent, so this could be a modern pull, or else a good photo-assisted 'imitation'. Scale measured as 1 inch to 250 feet.

City arms, with motto and achievement, are on obelisk (mostly out of view), with on left maiden leaning on cannon, pointing to shipping behind her, for behoof of second maiden, holding unrolled a double-hemisphere-style world map, with their feet resting on what are either boxes, stones or plinths, with 'C.F.90', '120 I.C. PLYMTH.', 'C.H.PLYMO.' and 'OF PLYMTH', and on right two barrels and pile of cannon balls, and in the background a man doing something: might be twisting a rope round a post or digging a hole, or something else.
